On the development of the construction industry, supported by the private investor and a builder of affordable housing in an interview with the Minister of Regional Development and Construction of Ukraine Volodymyr Yatsuba. By what means and what resources you plan to resolve this issue? VY Prior to the adoption of the post of Minister, I was put 2 goals: first - a home, which you have just said, and the second, this time to complete the buildings that relate to the Euro 2012. With regard to recovery rates of production of housing, the situation is this: today in an unfinished building with a willingness to 50% - 665 objects in Ukraine, with 70% willing - 250 objects. This is something that is built on 70% due to people here in Ukraine they are called investors. UBR.UA How much more to add to these construction sites? VY We decided on the instructions of the President and the Prime Minister, in order to finish the ones willing to 50%, to 8 billion hryvnia, and to finish the facility readily 70% - 4 billion hryvnia. UBR.UA How to make money? VY Tools today to find very difficult, because with the current budget is simply impossible. Therefore, we suggested several options: first, that virtually adopted by the Government is working with banks for a loan, but credit is not the one that now gives as loans at 10-12%. The meeting, which I conducted together with Vladimir Stelmakh, I received support from state and commercial banks. This support for the developer, and investor, but primarily for the builder. Secondly, it is a question of funding the state program for the purchase of housing benefit recipients. The amount that varies each year, but now it is about 1 billion hryvnia. Today is planned for the privileged categories of citizens to buy a home, and certainly this will accelerate the delivery of developers to those objects which are ready at 70%. UBR.UA will now be offered some concessions, tax or other sheltered? V. Ya I know that today is preparing a decree on behalf of the President, which will address all the issues of financing and organizing the construction of housing for young people, and affordable housing, and building technology, which makes it possible to reduce the cost per square meter. I think that soon we will get answers to these questions. UBR.UA credit support developers and house purchase to help developers will be on all regions of the country? VY It will be for the whole Ukraine. Conditions for the whole country are identical, only exception is Kyiv, because here the price and square meters, and the land is very different. By the way, if you talk about reducing the rate of production or the crisis in manufacturing, which we experienced in the past year, the overheated market began revealing in Kyiv. UBR.UA Meanwhile you already say that real estate prices in the primary market will not decline. What are the reasons for this trend? V. Ya know that in this situation, some are waiting reduction per square meter, while others expect increases to cash in on it. The prognosis for me is very simple. Here is a vivid example: the past government buys a square meter in the regions of 4 200, we are trying to do the same. And the level of prices established, we now have a large number of proposals ready to square meters, at the same price. UBR.UA Project "affordable housing" - a program which many Ukrainians expect. Given the possibility of the state budget in any part of it will be implemented? V. Ya I think we're one of those 2 billion, which is scheduled for a program to support the construction industry in housing production, a certain portion of the money to support the construction of affordable housing is.
