Discussed yesterday a bill providing for the imposition of property tax for organizations, prepared at the State Scientific Research Institute of the tax system of the Federal Tax Service. The authors, based on an experiment on real estate taxation, which was held for six years in Nizhny Novgorod and Tver, proposes to replace the two currently in taxes (property and land tax) single tax on real estate.

In general, the trouble is that we are trying to try on a modern market-based mechanisms that operate in normal countries. But we are undemocratic, non-market and uncivilized country!
